I think this guy is getting confused with is emotions in social settings. Was he actually asking that question.
There is the nucleus of a cognitive function, then there is the surrounding traits of that nucleus. Ti is about making subjective sense of data, but one of its emergent traits is the desire to express that truth. In the same way that an emergent of Fi is personal expression. The introverted judging functions have a drive to be seen and validated.

I think Ti is more personal, searching information and sort out what makes sense to you, it has nothing to do with speak out?
